New EC report reflects high level of open access publishing in Horizon 2020

The European Commission released the results and associated data of a study monitoring the open access mandate in Horizon 2020. Key findings of the report indicate that the European Commission’s early leadership in the Open Science policy has paid off, with a steadily increase in compliance over the years and an average success rate of 83% open access to scientific publications.

Conducted by consortium formed by the Athena Research and Innovation Center (Greece), PPMI (Lithuania), and Maastricht University (Netherlands), the study examines, monitors and quantifies compliance with the open access requirements of Horizon 2020, for both publications and research data.

Additionally, the report provides specific recommendations to improve the monitoring of compliance with the more stringent and comprehensive policy under Horizon Europe and includes reflections on the development of similar monitoring activities and under the European Open Science Cloud (EOSC).

Other than the study, the whole dataset that underlies the publication was made available by the Commission on Data Europa EU, as well as a database description and the Data Management Plan (DMP).
