
Director General of the Institute of Information Technology and Vice President of the Azerbaijan National Academy of Sciences (ANAS), academician Rasim Alguliyev, has been awarded the “Order of Glory”, one of the highest state honours of the Republic of Azerbaijan. The award was conferred in recognition of his long-standing and distinguished service in the development of science and innovation, on the occasion of the 80th anniversary of the Azerbaijan National Academy of Sciences.
Since the 1980s-1990s, a key period in the development of information and communication technologies in Azerbaijan, Rasim Alguliyev has been closely involved in the design of computing centers and data transmission networks in the country. Throughout his career he has made significant contributions to the establishment of the internet, building local network and services in Azerbaijan, as well as, the implementation of state policy aimed at building the information society, cybersecurity and promoting e-science.
He actively supported and contributed to the implementation of a number of major ICT initiatives, including the NATO-supported “Virtual Silk Road” project. Within the framework of this project, he played a key role in integrating scientific and higher education institutions into international research networks.
Among his most notable initiatives are the establishment and development of the AzScienceNet science-computer network, AzScienceCERT, the first CERT team in Azerbaijan, as well as, Data Center, supercomputer, and cloud services within AzScienceNet. The institute’s international representation within the GÉANT Association, along with its active participation in international projects such as EaPConnect and the GÉANT project, have significantly strengthened the integration of AzScienceNet with European research and education networks.
Within the framework of his scientific activities, Rasim Alguliyev has achieved substantial results in information security, computer networks, and digital technologies. His research focuses on a wide range of highly relevant areas, including artificial intelligence, big data analytics, cybersecurity, Industry 4.0, e-government, e-medicine, e-education, and cloud computing. For his scientific achievements in artificial intelligence, he was included in the ranking of the world’s top 2% most influential scientists, published by Stanford University (USA).
In addition to his research activities, Rasim Alguliyev has made significant contributions to the training of highly qualified specialists in information technologies by actively participating in the education and mentoring of doctoral candidates and young researchers.
Rasim Alguliyev was previously awarded the “Progress Medal” in 2009 by a decree of the President of the Republic of Azerbaijan for his services to science, as well as the “100th Anniversary of the Azerbaijan Democratic Republic (1918–2018) jubilee medal” in 2018.
