News from AzScienceNet: Memorandum on Digital Healthcare Cooperation

The Institute of Information Technology of the Ministry of Education and Science of the Republic of Azerbaijan and Azerbaijan Medical University (AMU) have signed a Memorandum of Cooperation in the field of digital healthcare and digital medicine.

The signing ceremony took place at AMU and was attended by the Vice-President of ANAS, Director General of the Institute of Information Technology Academician Rasim Alguliyev, AMU Rector, Professor Garay Garaybayli, as well as scientists, specialists, and representatives of both organisations.

In his opening remarks, academician Rasim Alguliyev noted that the development of advanced digital technologies and artificial intelligence, driven by the Fourth Industrial Revolution, is a strategic priority of state policy. He referred to the ‘Concept of Digital Development in the Republic of Azerbaijan’ and the ‘Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028’, which define key tasks for researchers and specialists, particularly in the healthcare sector. He stressed the importance of institutional approaches to medical informatics and the formation of a national digital healthcare ecosystem.

Professor Garay Garaybayli emphasised that the integration of science and education has been identified as a key national priority in recent years. He highlighted the growing role of information technologies and artificial intelligence in medical education and research, noting that AMU is actively engaged in advancing digital transformation initiatives. The rector also underlined the importance of the long-standing cooperation with the Institute of Information Technology and expressed confidence that expanded collaboration would lead to more effective joint projects in the future.

The meeting also included discussions on providing AMU’s access to international research and education network opportunities through AzScienceNet Network Operation Centre, including integrating with European NRENs, enabling access to GÉANT services such as eduroam, eduGAIN, FileSender and more.

The Memorandum of Cooperation in the field of digital healthcare and digital medicine establishes a framework for providing scientific support to initiatives arising from national innovation and digital development policies. It reflects joint research on the application of artificial intelligence and advanced digital technologies in medicine, measures to ensure the cybersecurity and data sovereignty of medical information, participation in national and international grant projects, as well as the organisation of joint seminars and conferences. The memorandum also promotes the exchange of expertise and personnel between the two institutions.

In addition, by strengthening cooperation between the Institute of Information Technology and Azerbaijan Medical University on digital healthcare, this memorandum contributes to Azerbaijan’s development in this field and enhances AMU’s integration with the national research and education network, while also creating new joint research opportunities
